Best practice for collecting user issues via Atlassian Cloud

Hi, everybody!

I want to collect user feedback (issues, questions) via Atlassian Cloud. Could you please suggest me the right way to do it? As far as I understand JIRA pricing model any new user require additional paid seat. Is it true? Could I use JIRA Service Desk for that?
