Apostrophes (‘) are turning into inverted question marks ( ¿).

I'm using JIRA v7.1.4 and writing text from a Windows 7 machine, an oracle database is being used at the backend. Does anyone know what is causing this and how I can fix it ?

I guess you are using the wrong encoding. Make sure everything is configured for using UTF-8.

I've seen that with the 'smart quotes' are entered and not interpreted correctly in Oracle.
