Any Jira add-on for timesheet replacement?

I'd like to replace my old-fashioned Timesheet system with JIRA project.  Initial idea is

• a separate project keeps the timesheet record of each staff.  As not all ppl use JIRA for their work, I need to setup a project - just for timesheet input.  (so not a time tracking from existing project)
• e.g. There are 5 generic tasks, e.g. requirement doc, dev, env setup, test, implementation.  How can my teammates books their time against those?

It will be the best if there is add-on.  (Try not to be Tempo..... as it is expensive to us...)
