Although I have made all fields 'required' An issue can still be made without filling in all the fields. Anyone know what I am doing wrong?

I presume you made them required in the field configuration. Check to make sure the field configuration covers all the issue types in question in the project. Also, did you give default values to any of the fields?

You are correct, I had not applied the field configuration scheme to the project when I thought I had.
