We've been migrating old issue systems into Jira. Using the Import/CSV tools, the issues and comments can be added with the original reporter.
The process is pretty easy, so that new user imports can get an admin defined email suffix (examples: email@example.com or firstname.lastname@example.org) so that I can easily find and disable users that are long gone, yet keep the history.
