Add version button missing

My users are not able to see this Create versions button, only admins. How do i fix this?

To add a version, you have to be a project administrator.  Check the permission scheme for the project.

I have permissions set to Anyone for this.

No, that's the resolve permission.  Check the project administrator permission.

(Also, as an aside, never use "anyone" for permissions other than browse and view workflow, as it enables anonymous changes which then can't be tracked or attributed to people)
