Keeping a data table on the server

I need to put some data into my issues in a transition. For example the issue contains an index and I need to fill the issue with the value related to that index.

My solution is to keep a JSON, CSV, Excel or even a sqlite and access it using a post script groovy.

Another solution is to put this table in Jira database. But I am not sure if it is such a good idea unless there has been a provision for this.

What do you think?

Actually the best practice is to load that file as a dictionary at Jira startup. For this I have no idea where to start.
