create traditional project

Dear all, I am breaking my head a bit around this.

I want to create a project, traditional, where I can add dependencies like "Not Start before..." etc. Just as that is possible in e.g. MS Project.

 

Can someone tell met if that is possible or explain to me how to I can use it in a similar approach?

JIRA isn't aimed at this sort of planning, it's more agile than that.   You can do dependencies using issue links and sub-tasks can help you break up upper level tasks, but unless you're willing to do some coding or install some add-ons, you won't get far with dependencies blocking other tasks.
