When sharing a search, users clicking on the link will execute the search according to their own permissions to actually see the results. Therefore, unless all users have the same permissions in all scoped projects, they will probably see different results on executing the search. That's the expected behaviour.
If you are sharing a link to a filter, the filter, additionally, would need to be shared with all recipients of the link beforehand. I mean, by clicking on Details (next to the filter's name on top of the issue navigator) > Edit permissions (if I'm remembering it correctly).
