Sound like you are referring to announcement banner
"announcement banner to display pertinent information on all Jira pages"
Please check if that's the case by following these steps
Configuring an announcement banner
Depending on the visibility level selected, the banner will become visible throughout Jira.
Banner visibility mode
The announcement banner visibility level can be configured to specify to whom the banner will be displayed.
There are two modes:
Public — the banner is visible to everyone
Private — the banner is visible to logged-in users only

1. "Announcement banner" is not an option under "System > User Interface" for me.
2. This is a banner created by Atlassian, not something my team did.
