Is there a way to connect Microsoft Power BI to Jira without an Add-On plugin?

I'm aware of the AIO connector that is available, but is there a manual connection for Jira to Power BI that isn't a big resource impact to build/implement? If so, is there good documentation around it somewhere?  I have the Power BI desktop version and we are using on-premise Jira.
