Is there a function for jira JQL and automations to get the list of resolved/closed states?

So that I can do "status in closedStates()" or "status not in closedStates()" ?

Try statusCategory()
Jira only has 3 status categories regardless of the number of statuses, providing the admin set the status category correctly on creation this should give you what you want.

statusCategory in (Open, "To Do", Done)
statusCategory not in (Open, "To Do", Done)

of course you need to adjust what you are looking for I just gave all 3 possibles.

Remember that the resolution is totally separate.

You can easily have status in the "done" category with issues that are unresolved for example.  Most of us set up workflows to try to avoid that, setting resolutions as issues go into "done" category status, and clearing them for To Do and Open, but you can't assume that's always the case.

Obviously for resolution, it's just "resolution is empty" for the to-do/open issues and "resolution is not empty" for closed

Status = Resolved
