After creating an issue you will only be able to change the issue type to types that are configured for the project and that have the same workflow. In your case if Story and Bug are sharing same workflow/field configuration , then you can modify/edit the issue type directly from the view/edit screens (hover over the "Type" and change the value). If more no of issues of issues are there, do a bulk change.
In case you have different configurations, you can still move the issue from one type to another. Open the issue and choose "More actions" and then "Move". You will then have to tell how fields and/or workflow state should be migrated. The issue ID will stay the same.
