How can I control the image size of an image embedded in a comment

When embedding an image file into a comment, I get different behaviors depending on how I do it. 

a. If I click on browse from the paperclick icon in the comment ribbon, the size of the image varies dependent upon source file and can overrun the window and be especially confusing if there are multiple images of different sizes in the same comment.  

b. if I had attached the file(s) to the issue first and them select one from within the comment, they are display scaled and fit nicely into the comment. 

Is there a configuration that will allow files I pick via browse to display in a scaled manner, i.e. do a and have it display like b
