Get all users with REST API in Jira Cloud

I am learning cloud development using atlassian-connect-express (ACE) and I am trying to get all users in JIRA to populate some select list.

I am sending requests as described in Connect cookbook.

I've put my javascript code in addon.js which I assume sends requests from user browser.

Endpoints in cookbook such as "/rest/api/latest/project" does work but some endpoints does not work such as "/rest/api/3/users/search". I tried to send same request from postman and it did work.

It gives the error below.

 <div class="aui-page-header-main">↵ <h1>Forbidden (403)</h1>↵ </div><!-- .aui-page-header-main -->↵ </div><!-- .aui-page-header-inner --></header><!-- .aui-page-header -->↵ <div class="aui-message aui-message-warning warning">↵ <p>Encountered a <code>&quot;403 - Forbidden&quot;</code> error while loading this page.</p>↵ <p><a href="/secure/MyJiraHome.jspa">Go to Jira home</a></p>↵ </div>↵

 These are the scopes in my atlassian-connect file:

   "scopes": [        "READ""WRITE",  "DELETE""ADMIN""ACT_AS_USER"    ],
