The New Issue view of JIRA is still a lab feature, so our product managers are still getting customer's feedback about which features should be added/removed from this view, including the option to create an issue directly on Epic that is was not implemented yet.
That been said, other customers also expressed their desire to implement this option in the new issue view, so we have created a new feature request with our development team:
