Resource Managment in JIRA CORE

Does every resource (person) need a license in JIRA Core?  How do I create a resource pool of People that will be assigned to current and/or future projects? Thanks. I am new to JIRA.

Yes. 

There is some access for "anonymous" users, who do not log in, but they should not be able to do anything beyond read stuff you don't mind sharing with the world.  All other people should have an account, and hence use a licence.

As Nic mentioned above, you can have anonymous users view your issues - here's our documentation regarding anonymous access.

The Atlassian Marketplace also has this app which enables you to create external, password-protected links to your Jira issues.
