We've been tasked with creating test cases for our phase of a project, to be executed manually. Management would like us to create and track all test cases in Jira. I'm aware of a few tools for doing this, but management is delaying the purchase of any.
In the meantime, while waiting for purchase of Xray, Zephyr, TM4J, or any other plugin, how do you suggest we begin? If we start them now in Jira as issues, can they later be transferred? Or should we start in Excel, then import later?
