Keeping a data table on the server Edited

I need to put some data into my issues in a transition. For example the issue contains an index and I need to fill the issue with the value related to that index.

My solution is to keep a JSON, CSV, Excel or even a sqlite and access it using a post script groovy.

Another solution is to put this table in Jira database. But I am not sure if it is such a good idea unless there has been a provision for this.

What do you think?

edit:

It is a relevant discussion: https://community.atlassian.com/t5/Jira-Core-questions/How-to-insert-a-custom-table-to-JIRA-DB/qaq-p/424568

edit2:

Actually the best practice is to load that file as a dictionary at Jira startup. For this I have no idea where to start.
