[Bug] Jira Core times out trying to start servicedesk when servicedesk does not exist

When installing JIra Core v7.4.1 using an underlying restored database that used to have servicedesk installed, Jira Core attempts to start servicedesk and eventually times out.

What should happen instead is that Jira Core should immediately realise that servicedesk is not installed, and fail the attempt to enable servicedesk, without wasting time waiting for a timeout.
