We have a vendor that uses Jira for but tracking and we use our Jira for Projects and wondering if there is a way for us to see there Jira tracking in read only in our environment.

Edit - apologies, completely misread the question.

Jira systems are separate environments.  If you want to see another system's issues in your own system, you will need some form of synchronisation - something that can read their system and copy the relevant data into your system.
