Locking the relative timing of tasks

We are a school portrait company.  Before "Picture Day" there are steps that need to be completed.  These steps have deadlines relative to the main date (get student info 1 week early, prepare forms the day before, complete and deliver orders within two weeks).  I'd like to set these up with a planned date for next year.  When the Picture Day is scheduled, all of the related tasks should be moved appropriately.

Is there a way to do this?  I would also want to have this saved as a template so that we don't have to create all of the tasks for each school we serve every year.
