 when i open jira by localhost:8080 it showed this site cant be reached ....   may i know why?

There are two possible causes.

To me the local host refers tthat you are trying to run it on your personal laptop or work station and usually local host it means you need to start the virtual instance before loading JIRA.

If you don't the browser won't find the site. If you are on a physical server it could be firewall settings/VPN settings.

 

Those are high level solutions not knowing more about the instance environment.

Because Jira isn't there - it's not running on localhost:8080

My guess is that you've installed it on a server.  Localhost means "this machine", so when you use that on a client machine, you're trying to reach your own machine, not the server.
