This question is in reference to Atlassian Documentation: Delete messages and files
The linked documentation does not work. In Chrome Version 51.0.2704.84 (64-bit) on OSX 10.9.5, there is no 'x' that shows up when you hover over the message.
This is a particularly painful issue because a colleague of mine recently sent me a link to a very large (ca. 8000x8000) image of Pluto, and now every time I start HipChat it locks up for several minutes while the image is re-downloaded. I can't just suppress display of all images since I need to be able to share graphs and diagrams.
Update: Yes, I am aware of the fact that you have to go to the web interface for this and I am 100% certain I am following the instructions correctly.
I'm on Mac OSX 10.10.5 and using the same version of Chrome. I just tested it and it is working for me.
Are you sure you did step 5 which is "click View above the message you intend to delete"? After you click view, you are directed to the section of the conversation that contains the message. At this page you need to locate the message you want to delete, hover over it and you will see an X with a "Delete this message" tool tip. That is where you can delete the message.
It's possible for your administrator to turn off your ability to delete messages and files. Then, only the admin can do it for you because admins can delete any message or file shared in any room.
If you do have the ability to delete, this is in the HipChat web portal, not in the app or web chat interface.

Your suggestion about permissions seems plausible, in which case the bug is more about the UI being confusing. If deletion is not allowed, some sort of indication on the page would be helpful.
