hipchat slash command with localhost url

I'm trying to create slash command following :

https://developer.atlassian.com/hipchat/tutorials/building-a-simple-add-on-using-a-wizard 

I created my own http server responding to "http://localhost:8000/test"

However, when I insert my url to the slash command attributes and trying to invoke the command from the room, messages are not being caught in my web server.

if I'm using the requestBin it works- (it's not enough for me , of course, since I want to write my code that does some business logic when processing the message)

If I understand correctly, can I check if your add-on, the "http server" created is currently accessible on the internet? 

Since you mentioned requestBin works, we should identify if the JSON message sent from slash command is successfully received on your http server.
