Before we troubleshoot this issue further, can you please confirm if you are using HipChat Cloud / Stride or HipChat Server / Data Center instead? As you may know, HipChat Cloud & Stride had their plugs pulled off since February 15, 2019 based on the public post made here:
If you are on HipChat Cloud / Stride, the product is no longer available for access, which explains why you are unable to receive the password reset email.
If you are on HipChat Server / Data Center, perhaps you can explain a little bit further on what you mean by unable to send email to the registered email?
