When a group owner has left the organisation and this owner did not transfer the ownership to any other admin in the group, the group will have no new owner. If the group is hosted in HipChat Cloud, the existing admin can reach out to HipChat Support and request for the group ownership transfer. If there is no existing admin in the group, there is another procedure for this, so please contact Support for further assistance.
If this is happening on HipChat Server and you have access to HipChat Server terminal, there is a way to workaround this by resetting the owner's account. If you need further guidance, you may contact HipChat Server Support.
Does 'Admin Ape' is the only admin in the group and the user had left the organisation? If there's any other users with admin access, they can also create/add new users. It requires a user with admin access in order to be able to create/add new users.
You may also contact Support to discuss this further and include the details including if you're on HipChat Cloud or HipChat Server.
