What specifically is the 25,000 searchable history in the free version of HipChat?

Looking for more specific clarification on the 25,000 message limit of searchable history.

Does this mean only the last, based on timestamp, 25,000 messages across the instance are available?  This would also be independent if a user performing the search has access to all 25,000 messages or not?

Yep - you have it correct - the last 25,000 messages are viewable / searchable based on timestamp. It is calculated without regard to a user's permissions to view those messages (e.g. if the last 25,000 were all in a private room that the user didn't have access to, they wouldn't be able to see any messages when searching).
