I have the Windows app installed but I am not able to make any video calls to someone in my contact list. people can't see and hear me, no matter what device I have connected for sound or video. What could I do?

Initially, please make sure that all Hipchat video client requirements are met:
Client requirements
It is possible that some of the network ports involved with the video chat service are being blocked in your network.
Also, try running the WebRTC test below and see if there are any warnings or errors:
