We're deploying the Hipchat 4 MSI and want to set the client to automatically start with Windows. Is there a setting in config.ini or HipChat.ini we can set that does that?

I'm afraid it's not possible to automatically start the client from editing the hipchat.ini file. You'll have to manually turn it on from the client settings by following this KB:
