[Pricing] Can the number of user in HipChat be different from Jira (concerning the license)

I have a Jira with a 25 users license. If I host a HipChat server, it's for only 9 users. I want HipChat to be integrated with our JIRA server.

The license needed for the HipChat server, does it need to be 25 users like our JIRA server or can it be the 10 users?

No. HipChat can have a license for 10 users. It doesn't have to be same. JIRA user who doesn't have a HipChat license wouldn't be able to use HipChat and won't see the discussions on the JIRA issues. That's all.
