Is there a way to make hipchat server send full messages in email notification instead of default "XXXX YYY just sent you a 1-1 message but you're idle." ?

You'll have to reach out to your admin to enable the message preview of your email notification as it is disabled by your admin. More information, please check this KB on how to turn on or off this feature:
