HipChat Cloud admins have the ability to configure the permission to install integrations in the https://www.hipchat.com/admin/preferences, specifically under the Who can modify room integrations? feature:
Have it set to All users and click on Save button at the bottom of the page. Users should be able to install and configure integrations accordingly.
