We created a room with guest access with another company. Another admin from my compnay invited somebody from the other company to be a user in our organization rather than sending him the guest access link to the room. I archived that user, but all he has to do to gain full access to our HipChat rooms is to click on the invitation link which changes him to be an active user again.
If your group has the invite URL enabled, anyone with access to that URL can create user accounts on your group, which helps a lot when you're setting up several accounts at a time - but if the user you mentioned has it, they'll be able to create accounts unless you turn that feature off. See this page for more information on that.
Now, if you simply created an account for the user on your group, deleting it from the admin UI should be enough - users can't undelete their deleted accounts. This should be covered here.
