Merging rooms and creating sub-rooms aren't functionality we currently support. If you have more details about the use case you're trying to solve, I would definitely recommend adding a suggestion by going to https://support.atlassian.com/help//hipchat/ and clicking on "Product Feedback" near the bottom. This lets other users comment and vote on your idea. We try to keep all the suggestions in mind when determining what awesome things to build next
