I need to talk with a guest connected in a public room I set up, and wanted to know how (if at all possible) I can start an audio chat with this one guest.

Due to guest access limitations, I'm afraid it is not possible to video chat with guest users, only the ones that are part of the group. Please refer to the following documentation to lear more about guest access https://confluence.atlassian.com/display/HIPCHAT/HipChat+Documentation
