How to use data-target in the url of the card?

I would like to add data-target for the URL of the card, which redirects to my external page hook.

I added data-target in description html format. It is working but when I click on the thumbnail or title of the card, it is not routing to the data-target.

Is there any way to define the data-target in the URL of card?.
