In general, HipChat Data Center / HipChat Server addons require a two way traffic to communicate with the server which is hosting the addon over the internet. All the basic requirements to ensure that the addon installation is successful is listed in the Troubleshooting Failed Integration Installations KB.
We would suggest your customer to consider the usage of proxy to allow outbound and inbound connections from the listed URLs as well as a valid CA signed SSL certificate.
We do not have a method to self host the addons locally on within the closed, offline, non-internet environment for now.
