HipChat clients still connect to a cloud service for video, both for HipChat Server and the *.hipchat.com cloud.

Thank you Will. The reason I was asking was to get the more technical specs so that I could make a recommendation to my group with respect to upgrading HipChat and use it as a replacement for Skype. However, I have been successful in passing on my Admin responsibilities so I will leave that decision to the new Admin.
