How can I show a popup when a commit is pushed?

This question is in reference to Atlassian Documentation: HipChat notifications

HipChat doesn't show any popups when commits are pushed on Bitbucket. I have every option checked on Bitbucket, and I get messages in HipChat, but nobody is notified and you don't have any idea that commits were pushed unless you happen to come across the chat message on your own.

How can I make HipChat/Bitbucket actually notify people?
