HipChat Basic Auth - rest api - powershell

Currently I'm trying to build a basic auth token with hipchat server rest api. I want to make a call using that token to pull information on all hipchat users.

Question I have is how do I build a basic auth token with hipchat? I haven't been able to find a way to do this from research. This link doesn't work for me in powershell: https://stackoverflow.com/questions/51620087/how-to-get-oath-token-with-httpclient

Has anyone been able to do this and if yes, can you share your powershell code?

May I know if there is any specific reason as to using powershell code instead of the standard API call using HipChat API V2 to pull information for all users?
