I still can't figure out a solid fix for newlyweds trying to change their surname. We use Okta so whenever we change the email address in Okta, HipChat creates a brand new user. Is there a way to change the Full Name field instead so that the email address is negligible?

Interesting, did you have a chance to confirm whether this particular user was properly synchronized from Okta? It might be worth checking with the Okta team as well, just to make sure the steps you are performing to manage this user's email address are okay.
Now, in HipChat, user accounts can be managed by admins via the Admin Panel at https://hipchat.com/admin/users. Other than that, you can suggest the user change the email on his own at https://hipchat.com/account.
I would also advise you to submit your request directly to the HipChat support team. Based on what you described, this request will likely require some further investigation on the support side. You can file a support ticket at the page linked below:

All of my user’s full names are greyed-out and say,
“Name can not be changed because this user's profile is synced with an Atlassian account.“
they have no other Atlassian accounts. We have long-term temps sometimes that use department email and I can’t reassign the name as needed.
