When trying to create a BYO integration you cannot use Global (All Rooms) you have to specify a room, is this something that can be changed?
Yes you can. You can do that by building a HipChat Connect add-on. All detailed in https://developer.atlassian.com/hipchat/getting-started. For your add-on to access the entire group, you'll need to request the view_group and view_room scope (more on scopes here: https://developer.atlassian.com/hipchat/guide/hipchat-rest-api/api-scopes) and set the "allowGlobal" property on the descriptor to "true" (more here: https://www.hipchat.com/docs/apiv2/capabilities).
