Can we limit the file size?

This question is in reference to Atlassian Documentation: Share files

We need to limit the file sharing capacity, because we have a Hospital Ship that has a limited amount of bandwidth which we need to conserve.

Files sizes in HipChat are already limited to 50MB. Unfortunately, there's no option to restrict them at a more granular level than that. One other option would be to disable files entirely if your bandwidth issues are severe enough. This can be done by going to, under the header "File sharing".
