Can I restrict my HipChat users from using 1 on 1 chats?

I am wondering if HipChat has the ability to control whether or not users are allowed to create 1 on 1 chats.  I would like to give our agents chat rooms they can chat in but not allow them any private chats among each other.

Ideally, I would still like the ability for admins to initiate a 1 on 1 chat.. but if I lose that in the process, I am okay with that, too.  Thanks

For the HipChat Server product, it is possible to disable 1 on 1 chats by going into Group Admin > Features and setting the 1-1 (private) chats to "Disabled".  This will also disable the Admin's ability to initiate 1-1 chats as well. 

If you are using the hosted version of HipChat from atlassian.com, there is no way to disable 1-1 chats for users.
