Our Confluence is setup all within one space, but with project and department pages. I want to connect certain projects with their HipChat room, but I only see this possible with spaces.
No this is not currently possible. You can only connect the whole space to a room.
If you want to only connect a particular department with a room, then that department would need to have its own space.
