BitBucket Commit Messages do not generate a popup notification as user messages do. Why is this?

This question is in reference to Atlassian Documentation: HipChat notifications

I have configured all our projekt repositories to send messages to our HipChat room on commits. Whenever a human user sends a message to the room a popup notification is displayed.
