BitBucket Commit Messages do not generate a popup notification as user messages do. Why is this?

This question is in reference to Atlassian Documentation: HipChat notifications

We have a Bitbucket Server installation and just got HipChat which is connected to the Bitbucket Server. I have configured all our projekt repositories to send messages to our HipChat room on commits. These messages are sent to the room but there is no popup notification so if you don't check the HipChat client regularly you might miss a message.

Whenever a human user sends a message to the room a popup notification is displayed.

Is this a bug?
