Right now, webhooks are limited to room messages. In order to integrate with 1-1 chats, you would need something more along the lines of a bot. We hope to add more API support for 1-1 messages / integrations in the future, but we don't currently have a timeframe for when it will be added.

We don't have supporting documentation for connecting to the BOSH gateway, unfortunately. It might be possible to connect (we use https://likeabosh.hipchat.com/http-bind/ as the BOSH endpoint) but it's not currently designed for usage outside of the HipChat clients themselves.
