SMS to API gateway for creating ticket in JIRA with SMS message sent from end user

Does Atlassian have a backend SMS to API gateway, maybe with Twilio, we can use by merely configuring the JIRA we already have without adding another vendor to the mix? I realize JIRA can be configured to use a third party API to SMS gateway like BulkSMS for outbound SMS notifications, and we would need to enter our BulkSMS credentials in JIRA but am not seeing anything about inbound interactions with JIRA that begin with an SMS message from a user. I understand this would require an SMS to API gateway and I hope Atlassian already has this.

The use case driving this is some of our users prefer SMS more than other mediums. There is a significant population out there that doesn't use email or apps much and relies almost exclusively on SMS for transmitting information. Enterprises need to interact with this population.
