I am using trial version of Crucible and successfully set up the repository as well as tested the connection to SVN. I am ready to create a review to see how it works. But "Create review" is not available despite that I have already logged in. No one seems to have this problem so I must have missed a step or not configuring this correctly. Can someone help? Thanks in advance.
That did it. Once I enable the user as Crucible user, "Create review" shows up. Thanks for the help.
If you go to Administration >> User Settings >> Users and select the user that you're logging in as, is "Crucible user" set to true or false? You may need to edit this user to enable the Crucible features.
FishEye and Crucible come bundled together in the same package and their features are unlocked by the license keys. But it sounds like you've got just the features of Crucible enabled by having a license setup for it.

Do you have a license for Crucible setup in Administration >> System Settings >> System Info >> Edit License? You may just have a license for FishEye and not for Crucible setup. If so you can generate an evaluation license for Crucible at https://my.atlassian.com

Thanks for the quick response. I have an eval license for Crucible, and not for FishEye. In fact, I didn't download FishEye or install it. Is it required?

I confirmed that FishEye and Crucible are both installed. However I am not able to find Administration >> System Settings >> System Info >> Edit License.

You should be able to get there with http://<server>:8060/admin/sysinfo.doand click on the Edit License button.
For looking at users, the link will be http://<server>:8060/admin/userAdmin.do
